HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background

then change the value of OEMBackground to 1

3. Now goto the folder "C:\Windows\System32\oobe" then create a folder with name

"info" and open it. and create another new folder with name "backgrounds" and open it.

4. Now place the desired picture to the following directory "C:\Windows\System32\oobe\info\backgrounds" with the name "backgrounddefault.jpg" with the size lower than 256kb size.
